Can the returning brine make the sea too salty?
No.
The saltiness, or salinity, is quickly diluted as it spreads out into the ocean. In fact, a lot of marine life are attracted to the area because they like to eat the brine shrimp.

The water that comes through the membrane is called the permeate, and it's very pure. It usually needs a little adjustment to make it taste better, so a little calcium is added, like they do with orange juice or milk, before it's piped into the water system as drinking water.
